Regeling OpenUp

Npuls launches the OpenUp scheme to get more direction on the use of digital and Open Educational Resources together with mbo, hbo and wo. A scheme with which educational institutions take learning and working with digital and Open Educational Resources further in almost 1.5 years. Npuls provides guidance, cross-fertilisation, knowledge development and a financial contribution.

Opportunity to take control of educational resources

Creating, sharing and (re)using digital and Open Educational Resources offers many opportunities for learners, instructors and educational institutions. Educational resources are important for every institution and there is a growing call for taking greater control of educational resources. In order to prevent learners from spending a lot of money on educational resources. But also to promote sustainability by jointly developing educational resources and sharing them openly. In this way, institutions maintain their independence and teachers their autonomy over educational resources. With the OpenUp scheme of the Digital Educational Resources Transformation Hub, Npuls is happy to support institutions in this.

OpenUp scheme

With the OpenUp scheme, Npuls gives all mbo, hbo and wo institutions the opportunity to formulate and realise their ambitions with digital and Open Educational Resources. The scheme deals with the use of the three categories of digital educational resources; closed, semi-open and open. Each institution has the opportunity to define its own starting situation with an impact scan, making a plan to make progress within almost 1.5 years. In this way, each institution chooses its own approach that fits within its own organisation and they realise a demonstrable, structural impact.

The scheme offers opportunities to get started on vision and policy, systems and platforms, awareness and implementation. Npuls helps connect the participating institutions and facilitate cooperation on national and sector-wide issues. It also works closely with SURF, which supports participating institutions in putting digital educational resources services into use.

Impactscan

The impact scan is central throughout the scheme: it is a qualitative instrument to indicate at the start where the institution stands, where it wants to go, and with which it can make its structural impact measurable. This is done using 6 focus areas:

Funding

An allowance of €60,000* per participating institution is available. Of this, 50% will be paid after admission to the scheme and 50% after final evaluation carried out. This amount enables the institution to finance the deployment of a project leader and/or specialist involved for approximately 1.5 years.

Duration

The implementation of the plans within the institution runs from 1 September 2024 to 31 December 2025.

Guidelines, staffing and participation in meetings

Each participating institution appoints a project leader:

  • Who is contact person for Npuls.
  • Who acts at strategic and policy level.
  • Who participates in the national project leader meetings. These take place physically once or twice a quarter.
  • Who puts together a project team with specialists, such as teacher advisors (CTL), library staff, education support staff, policy staff, teachers, procurement staff and students.
  • Who ensures deployment of relevant specialists from the institution for the working and thematic meetings.

Support during the scheme

  • Npuls organises several working and theme meetings for the participating institutions to support the project leaders and specialists involved.
  • The meetings are tailored to the needs of participating institutions and planned in coordination with the project leader and start from September.
  • Npuls will provide guidance and facilitate cooperation on national issues.
  • Lessons learned and practical templates are collected and made openly available. Participants actively cooperate in this.
  • Npuls liaises with Community edusources in this respect.

Setting up systems

  • Use of edusources, SURFsharekit and Wikiwijs Maken of Delen will be advised and, if necessary, financed, and Npuls and SURF will provide assistance with the technical set-up for the duration of the scheme.
  • Institutions may use other (storage) systems, as long as these can be accessed via standards (preferably OAI-PMH) and are metadata according to a suitable standard (preferably (NL)LOM). The institution itself must then supervise any conversion of learning materials technically (team edusources can advise on this).
  • Npuls finances the licence fees if institutions have not claimed a licence fee in the past (this is separate from the fee for staffing).

Measuring and monitoring

  • The impact scan is used when the application is submitted and is the institution’s starting point: the institution sends the results of the impact scan incl its action plan, signed by a member of the Executive Board.
  • The impact scan is used at mid-term to measure progress and discuss it in a mid-term review (template to be provided).
  • The impact scan is used in the final evaluation (to be provided in template) This takes place at the participating institution.

Admission

An independent committee assesses the content of the impact scans. The committee consists of the following members:

Criteria for admission

The assessment committee selected the institutions based on the four criteria below. For this, they used a weighting for each criterion that is part of the impact scan.

1. Ambition

The institution has a growth path in mind and shows in the application at least how to arrive at a plan and its implementation.

2. Impact

The institution makes the impact for the next 1.5 years and beyond sufficiently concrete using the 6 focus areas from the impact scan.

3. Actions

Actions are formulated for all 6 areas of the impact assessment. These actions are concrete and specific. It is described how the actions are given a sustainable place in the organisation through vision and policy steps. Evaluation approach and criteria have been formulated.

4. Planning and realisation

Clarity and realism of planning and hourly commitment. Adequacy of the project organisation.
