The ImpactScan is a tool for guiding the change process for education institutions that want to start using Digital (Open) Educational Resources (DOER).

What?

The ImpactScan consists of two components:

Questionnaire (.xls)

This allows the institution to assess itself across six focus areas and five development phases.
The focus areas are:

  • Vision & Policy: To what extent is there a formulated vision and policy around DOL (Digital Open Educational Resources), or is it part of the institution’s strategy?

  • Culture: To what extent is there a culture of sharing and (re)using? Are DOL adopted by teachers, a team, or the organization? Are teachers recognized and valued for creating, sharing, and (re)using DOL?

  • Support: To what extent are teachers, staff (and other stakeholders) supported in creating, sharing, and (re)using DOL?

  • Professional Development: To what extent is there training or development available for creating, sharing, and (re)using DOL? Is DOL part of professional development?

  • Collaboration: To what extent is there exchange and consultation about reading lists? Is there collaboration within the institution or nationally within subject communities? Is there collaboration with publishers?

  • Infrastructure: To what extent is there a technical infrastructure where DOL can be hosted, making them centrally findable and reusable? Is there a contact point for teachers with questions?

For each focus area, the institution determines its position on a scale of five phases. This phasing helps institutions understand their current situation and take targeted steps toward sustainable integration of digital and open educational resources.

Phase descriptions:

  • Zero Phase: No or minimal awareness of DOL; not embedded in curriculum or policy.

  • Awareness Phase: Growing awareness; some pioneers use DOL on their own initiative.

  • Experimentation Phase: DOL experiments and pilots are conducted and evaluated; potential intention to develop policy.

  • Implementation Phase: DOL projects are systematically executed and scaled, aimed at curriculum integration and policy alignment.

  • Sustainability Phase: DOL use is embedded in processes, services, organization, and infrastructure; integration into curriculum and adoption by teachers has been achieved.

Action Plan Template (.doc)

Based on the questionnaire results, the institution drafts an action plan to achieve the desired development. This includes:

  • Setting realistic goals for the upcoming period

  • Describing ambitions for the 5-year horizon

  • Making the impact of actions concrete and measurable

  • Making strategic choices: which approach fits your institution?

  • Finding balance between the focus areas

  • Planning and execution for the upcoming period

Summary

The Impact Scan helps educational institutions gain insight into their current situation regarding digital and open educational resources. Using six focus areas and five development phases, it identifies strengths and areas for improvement. Based on the results, institutions create an action plan to work purposefully toward the sustainable integration of open educational resources.
