CTL scheme third subsidy round published

On 15 July 2025, the CTL scheme for the third subsidy round was published in the Government Gazette. A few technical changes have been made to this scheme.

The changes

With the opening of the third round in October 2025, the same timeline will be followed as for the previous rounds. This means that it will not be possible to make any major changes to the scheme. Click here for  the message in the Staatscourant.

The most important changes in this regulation are:

  • Reduction of the minimum subsidy amount to be applied for to €125,000
  • Co-financing for applications between €125,000 and €249,999 has been reduced to 35%
  • Co-financing for applications between €250,000 and €500,000 remains unchanged at 70%
  • A total of €15 million is available for this round.

In addition to the changes to the scheme, the following points are worth noting:

  • For the new subsidy applications, the same format of the CTL plan as in the second round will be used. You can find this on the DUS-I website.
  • The assessment framework, assessment criteria and application process remain unchanged.

Planning

From 1 to 31 October 2025, institutions can submit a grant application for the third round to DUS-I. Prior to this, it is possible to schedule a preview at DUS-I via the DUS-I website.

Npuls to phase fase 2

The advisory committee of the National Growth Fund has a positief advies gegeven for phase 2 of Npuls. This means that Npuls will have another six years to build the continuing education of the future. It also means that funds will be available for every institution to start up or further develop a CTL.

A CTL scheme will also be introduced in phase 2. The current CTL scheme will then be revised in terms of content, and there will be scope to incorporate experiences and feedback from phase 1. This revision will not detract from the current objective of the scheme: high-quality CTLs at every institution.

Application process and assessment

The Ministry of Education, Culture and Science (subsidy provider), DUS-I (subsidy scheme administrator) and Npuls (expertise and guidance for institutions) are working closely together to establish the CTL scheme. The subsidy applications are assessed by an independent external assessment committee, consisting of experts from the education sector who are supported by DUS-I in the assessment process.
