More freedom of choice for learners
Learners have more control over their own learning and development path without administrative barriers. Both students who are studying before entering the workforce and people who want to acquire new knowledge and skills later in life have access to education.
This requires an agile education system in which institutions can facilitate their own learning pathways and in which cooperation between the labour market and education is possible.

All learners use a single (digital) identity throughout their lives, which gives them access to educational applications and resources at all institutions where they study.

Unlocking educational opportunities
Information about the educational offerings has been collected and made available for all learners in further education (including the coherence within these offerings and selection rules for components).

Register, enrol, sign up
Learners register in a standardised manner for both full courses and individual modules.

Results and Credentials
Learners can independently store and access their results and credentials, even after completing their studies. In addition to full courses of study, learners can take small, defined units of education, the value of which is recognised and accredited.

Settlements
Learners will be able to study at multiple institutions without having to make separate payments; costs will be settled between institutions. In 2026, we will assess what is needed to achieve this.
