Promoting digital literacy: think and get involved
In November 2024, the theme of digital literacy (then still referred to as digital skills) was taken up in Npuls. Since January 2025, the quartermaster team has been complete. The team is working on realising an action plan and advisory report for phase 2 of Npuls. Think and participate!
Promoting digital literacy learners & education professionals
In this context, “making preparations” means preparing the organisation, content and structure for phase 2. An action plan and advice will be delivered before the summer, in which the current situation will be analysed and taken into account. This plan will provide educational institutions in Npuls with tools to initiate a movement within their organisation for the introduction and safeguarding of digital literacy. This will take into account national and sectoral agreements that have yet to be established. The quartermasters will work together with people from the education sector and the labour market.
Quartermaster collective
The team calls itself a “quartermaster collective” because they are working together to prepare the organisation, content and structure for the next phase. They are working closely with people from the education sector and the labour market to lay a strong foundation and gain broad support. Each member of the quartermaster collective has specific areas of focus.

We would like to introduce you to the quartermasters. Over the coming months, they will be coordinating and organising activities, surveys and discussions that will contribute to the development of the advice. You will therefore see their faces and names regularly:
Mijke: question articulation and digital literacy
Mijke focuses on the articulation of questions by education professionals, including teachers, and the substantive aspects of digital literacy. She works to create a uniform playing field and a leading voice on this theme in terms of definitions, language, frameworks and conceptual clarification. This is achieved by taking stock of what exists at both the national and sectoral levels and bringing these two movements together into a single digital literacy playing field. Mijke's background and expertise lie in educational innovation and the development of learning materials for digital literacy.
Annemarie: articulating labour market and learner needs
Annemarie focuses on articulating the needs of the labour market and learners, as well as the content of digital literacy. She works with Mijke to create a clear picture of what the various target groups need in this area and identifies which educational programmes are appropriate for current and future demand. Annemarie's expertise lies in labour market analysis and the development of curricula that respond to digital skills.
Peter: direction on the theme, organisation & coherence
Peter is the primary point of contact for the team and is responsible for directing the organisation, governance, leadership and progress of the theme. Peter has extensive experience in executive and management positions within large educational institutions in secondary vocational education, higher professional education and university education.
Sebastiaan: project support
Sebastiaan is responsible for establishing “the way of working” (agile working, consultation structures, facilitation, collaboration), supporting the project and progress reports. He also acts as a liaison to other teams within Npuls.
Mara Post contributes ideas about internal and external communication from the Communications department.
Ineke: design thinking and value creation
Ineke helps to map out (visually) the most pressing problems for the target groups, as well as existing and potential solutions. Primary motivation: ensuring that what we do and what we deliver is of continuous value to the people behind the Npuls promises.
Contributing ideas about digital literacy
Good advice is based on diverse input. The advice will be formulated in collaboration with stakeholders from secondary vocational education, higher professional education, university education and the labour market. That is why the team needs your contribution. In March, the key teams will conduct a survey to gain insight into important questions and offers. This will enable us to determine together which questions need to be asked and how we can present the information clearly.
