Summary

In this research report, we argue that educational institutions should take control of their own digital transformation. In the development of new educational technology, it’s important they move from a traditional customer-supplier position towards more equal partnership, so that public values can be better safeguarded. Developing new tools together with EdTech companies, in co-creation, is a way to shape this public-private partnership.  

The report describes the results of more than 30 interviews with educational institutions, EdTech companies and experts about the co-creation of educational technology. Co-creation requires clear preconditions within educational institutions, such as an open culture of innovation, involvement of all stakeholders, and process-related support. The report contains a definition of co-creation, an overview of challenges and factors for success, as well as a list of preconditions. In order to provide institutions in vocational and higher education with practical tools for co-creating new EdTech solutions, we have translated these preconditions into a concrete method. This method or practical guide is a first step toward the development of a validated practical tool. It’s designed according to the different phases of a co-creation process – from problem finding to validation – and the associated steps.
